City's Lawyer in Civil Rights Case Punished by the State Bar State Bar judge rules that Louis "Skip" Miller should be "publicly reproved" for improperly contacting a juror in another case. By Josh Gross A lawyer who has represented the City of Beverly Hills in its ongoing Civil Rights litigation has been pub- licly reproved by the State Bar. Louis "Skip" Miller, a named partner in the law firm of Christensen, Miller, Fink, Jacobs, Glaser, Well & Shapiro was ordered April 10 to take an ethics examination and attend a one-day "I acknowledged I broke the rules. I didn't do it intentionally," Miller told the Beverly Hills Weekly. "I was hon- est from the beginning. I acted credi- bly and in good faith". The judge rejected a pros- eeutor's motion to suspend Miller's legal license. The State Bar's action stems from Miller's representation on behalf of the LAPD in a case involving a litigant who claimed the police department lost the negatives of photos taken during Robert E Kennedy's 1968 assassina- tion at the Ambassador Hotel. According to prosecutors, in 1996, Miller met in a restaurant with a jury foreman who had been excused and discussed the jury's conduct. Miller later petitioned for a mistrial in the case, using the information he obtained during the unauthorized meeting. claimed racial discrimination by the Beverly Hills Police. The youths are represented by former Mayor and Councilmember (1986-94) Robert K. Tanenbaum. The City has paid the Christensen, Miller firm thousands of dollars for their representation in the Civil Rights case. "He hasn't lost his license or been censured," City Councilmember Les Bronte said. "He's been with us for four years. We're not condoning his behavior, but it's not our issue".
