Dawson's Proposal Met with Criticism The community bands together to protest the BHUSD's proposal to eliminate foreign language and music programs in middle school. By Michele Lu At the last minute, the School Board on Tuesday night pulled the motion from the agenda eliminating foreign lan- guage teaching services (French and Spanish) and music (Strings) in middle school. The Salter Family Theater was packed with parents, teachers and stu- dents who expressed their concerns to the Board about the Instructional Proposal 2000-2001. Diane Dawson, assistant superinten- dent of Educational Services, introduced the instructional proposal to the Board and the audience. According to Dawson, the Board and other educators looked at the issues of standards and assessments over the past few months. "'Changes need to occur. We need to increase instructional minutes. We need to provide better services. To improve reading, writing, math, spelling and vocabulary, we have to increase instruc- tional minutes," Dawson said. The new framework asks for two and a half hours a day of language arts for students in grades K-3 and two hours for those in grades 4-8. Dawson also said that there was a need to reach uni- formity throughout the school district since currently the instructional minutes at these grade levels vary at each school. Members of the audience were then given time to comment. Their responses were overwhelmingly against the plan. in favor of maintaining the foreign lan- guage, music and nutrition programs. Parents, teachers and students gave testimonials about the opportunities pre- sented by the foreign language and music programs. They also cited studies showing that students exposed to foreign language and music performed better in the .verbal and math sections of standardized tests. "We should be preparing our children for a global economy. They should not only be citizens of the U.S. They should be citizens of the world," Lily Lewis, mother and PTSA member, said. People attended in large numbers and the crowd is furious with the proposal. "This is the largest crowd or audience I've ever seen here.
